Extension Costs

How Much Does Residential Site Development Cost In Dublin?

This is what most self-builders want to know first, so we lead with it. Residential site development cost in Dublin depends on five things: land condition, services already on site, the size of the home you are building, the council you are applying through, and the access to the plot. Below is a realistic component-by-component picture for a standard residential plot in Dublin or the surrounding counties.

Component-by-component costs (Dublin area, indicative):

ComponentTypical CostNotes
Site Works (clearance, excavation, drainage, paving)€30,000 – €40,000The Clar-Con scope. Moves with ground condition.
Development Contribution to Local Authority€117 – €126 per m²The cost most self-builders miss. For a 200 m² home, around €23,000.
Planning Application Fee€65Statutory fee for a new house, not the big number.
Utility Connections (ESB, Irish Water, gas)Several thousand €, variesUnderestimated routinely. Check rates directly.
Professional Fees (architect, engineer, solicitor)Several thousand €Outside the contractor's quote.

All Clar-Con construction work is charged at the reduced 13.5% VAT rate, shown in every quote.

For a fuller breakdown by council and ground type, see our residential site development cost in Dublin guide.

The single most important number above is the development contribution because it is the planning cost almost every self-builder overlooks. The €65 application fee is what the council charges to process the application. The development contribution is what the council charges per square metre of the house to fund public infrastructure, and on a 200 square metre home in Dublin it is over €23,000. Check the current scheme rate for your local authority before you finalise your budget.

What We Build

What's Included In Residential Site Development

Six components that, taken together, turn a plot of land into a buildable site.

Site Investigation & Soil Testing

Geotechnical investigation, percolation testing and ground assessment. The most valuable spend before you finalise the budget.

Planning Compliance & Council Coordination

Site-related planning conditions handled with your architect and the council: boundaries, access width and drainage adoption.

Site Clearance & Excavation

Topsoil strip, structure removal and bulk excavation to set the platform. Links to our groundwork services.

Drainage Installation

Foul drainage to Irish Water, surface water with soakaways or attenuation tanks, and rural percolation systems.

Utility Connections

ESB Networks, Irish Water, Gas Networks Ireland and Open Eir connections, with trench, ducting and reinstatement.

Access, Entrance & Boundary

Site entrance and access roadway, boundary wall or fencing, and reinstatement to road or footpath.

For the foundational construction stage (foundations, sub-base, slab) that follows site development, see groundwork contractors in Dublin. For the broader new-build site prep umbrella, see construction site development.

Process

The Residential Site Development Process: From Land Handover For Self-Builders

Most self-builders are doing this for the first time. Get one stage out of sequence and you create delays you can't easily reverse.
Stage 1
Site Assessment & Budget Reality Check

We visit the plot to assess access, services, ground type and topography, and give you an itemised quote. This is also where we flag the costs most self-builders miss: the development contribution, utility connection charges, contingency on poor ground, and BER considerations. Better to know now than mid-build.

Stage 2
Planning Permission & Compliance

Your architect handles the planning application; we handle site-related compliance: boundary set-out, access width, drainage adoption, percolation testing, and any conditions the council attaches to permission. Citizens Information's planning permission guide is the official starting point. Construction is charged at the reduced 13.5% VAT rate.

Stage 3
Site Preparation, Drainage & Utilities

With permission granted, we clear the site, excavate, install foul and surface water drainage to council adoption standard, and connect utilities, all laid to falls under Building Regulations TGD Part C and TGD Part H.

Stage 4
Handover to Your Builder

The site is handed over clean, level, drained and serviced, ready for your main contractor, with as-built drainage drawings, council inspection sign-off and a clean tie-in for the foundation stage.

WHAT OTHER CONTRACTORS WON'T TELL YOU

Self-Builder Cost Traps We Will Flag Before You Sign

Most one-off house and self-build clients are doing this for the first time. The order of work matters more than the work itself, get one stage out of sequence and you create delays you cannot easily reverse.

The Development Contribution Is The Real Planning Cost

Not the €65 fee. The development contribution runs €117 to €126 per m² in Dublin, over €23,000 on a 200 m² home.

Utility Connection Charges Add Up Fast

ESB Networks, Irish Water and Gas Networks Ireland connection fees can add thousands, more on remote sites.

Ground Condition Is The Single Biggest Cost Variable

Boulder clay is fine; soft, made or rocky ground costs more. A site investigation before quoting protects the budget.

Contingency Of 10 To 15 Per Cent Is Not Optional

Older and infill sites hide services and ground issues. Budget 10 to 15 per cent contingency.

The Quote You Compare Has To Be Itemised

A round-figure "site works" quote can't be compared. Ours itemises all six components, VAT at 13.5% shown.

Why Choose Us For Residential Site Development In Dublin?

17+ years of construction experience in Dublin: We have prepared sites across the Greater Dublin Area for nearly two decades. We spot the problem on a site visit, before it hits your budget.

Honest itemised quotes, including the costs others omit: Every quote breaks the work down by component and flags what sits outside our scope, so you have the full budget picture.

Public sector standards on private sites: We work to council and tender standards every day. The same discipline applies to your site: drainage to adoption standard, sign-off documentation, and no surprises at council inspection.

Real Google reviews from real Dublin self-builders: Verified and embedded on this page, not curated. How we handle a site from first call to builder handover is the test.

FAQS

Frequently Asked Questions

What does residential site development cost in Dublin?

Site works themselves typically run €30,000 to €40,000 for a standard residential site, but the total cost to develop a site in Dublin also includes the local authority development contribution (around €117 to €126 per m² in the Dublin area, over €23,000 on a 200 m² home), utility connection charges, professional fees and the €65 planning application fee. See our residential site development cost guide for the full breakdown.

A development contribution is a charge paid to the local authority towards public infrastructure, calculated per square metre of the new home. In the Dublin area it is currently around €117 to €126 per square metre, depending on the council and the scheme. It is separate from, and much larger than, the €65 planning application fee. Rates are set by each council under its development contribution scheme and are updated periodically, always check the current rate for your local authority.

Site investigation, planning compliance, site clearance and excavation, foul and surface water drainage, utility connections (ESB, Irish Water, gas, broadband where applicable), site access and entrance, boundary walls or fencing. The site is handed over clean, level, drained and serviced, ready for the main contractor to begin the build.

For a standard site with reasonable ground, site preparation work takes around three to six months from start on site to handover. Planning delays before that, or unforeseen ground issues during excavation, can extend this. We give a realistic programme as part of the written quote.

Yes. A site investigation is the most valuable few hundred euro you can spend before finalising the budget. It reveals soil type, water table, contamination and rock issues that all dramatically change the cost. Far cheaper to find them on paper than mid-excavation.

Site development is the broader package: investigation, planning compliance, clearance, drainage, utilities, access. Groundwork is the foundational construction stage within that, excavation, foundations and sub-base. We deliver both, and most self-builders need both.

We co-ordinate the trench work, ducting and site preparation for ESB Networks, Irish Water, Gas Networks Ireland and Open Eir connections, and we work with your architect and the utility providers to keep the timeline aligned with the build. The connection application fees themselves are paid directly to the utility provider in each case.

Energy efficiency upgrades such as wall insulation and heat pumps may qualify for SEAI grants under the Better Energy Homes scheme on completed homes built before 2011, and there are separate schemes for self-builders to consider. Site development itself does not generally attract grants, but the Help to Buy incentive helps qualifying first-time buyers building a new home recover income tax already paid. Check the current eligibility rules before relying on either.

A small set of works fall under exempted development, mainly minor internal alterations, certain boundary repairs, and very small ancillary structures within strict size and location limits. Building a new house, an extension above the exempt thresholds, a new entrance onto a public road, or installing a wastewater treatment system on a new site all need planning permission. Always confirm with your local authority before assuming any site work is exempt. Citizens Information’s planning permission overview covers the rules.

Yes. BER is set by the design and build of the finished home, but several site-stage decisions affect the final rating: house orientation (south-facing glazing performs best), foundation insulation specification, and provision for any heat pump or solar PV system the design calls for. We flag these alongside the structural and drainage work at the site assessment stage so they are not retrofitted later.
