DUBLIN PRICING

Construction Site Development Cost In Dublin

Total cost varies too widely to publish a single rate table, self-build sites, commercial developments and public sector schemes are priced fundamentally differently. Here is the orientation to help you understand what you're budgeting for.

Residential (Self-Build, One-Off House)

Site works typically €30,000 to €40,000 for a standard plot, before the local authority development contribution (approx €117 to €126/m² in Dublin). Full breakdown: residential site development.

Commercial (Developer / Main Contractor)

Priced by tender or itemised quote, not by rate card. Variables include phasing, traffic management, contractual form and BCAR compliance. Full explanation: commercial site development.

Public Sector (Council / CWMF)

Priced against Capital Works Management Framework tenders or public works contracts to the schedule of rates or bill of quantities the client specifies. Compliance overhead is heavier and quoted accordingly.

For the full cost breakdown by component and typical project type, see our construction site development cost in Dublin guide. Construction work in Ireland is charged at the reduced 13.5% VAT rate, shown separately in every quote.

OUR PROCESS

Our Construction Site Development Process

Every construction site development project, residential, commercial or public sector, follows the same 5-stage sequence. The rigour of each stage scales with the contractual form and compliance demands of the project.

1: Site Assessment & Written Quote

Site visit, drawing review, ground and access assessment, then an itemised quote covering every stage with VAT at 13.5% shown separately. Commercial projects add pre-tender consultation and a buildability review.

2: Planning, Compliance & Pre-Start

Residential: site-related planning conditions handled with your architect. Commercial: tender submission, BCAR pre-commencement documentation and the Health & Safety Plan with PSCS/PSDP appointments. Council notifications and utility applications lodged throughout.

3: Site Preparation & Excavation

Site clearance, demolition, topsoil strip, bulk excavation and formation levels to specification. On live commercial sites, phased delivery and traffic management are agreed and enforced up front.

4: Foundations, Drainage & Utilities

Foundations poured to structural engineer spec. Drainage laid to falls, jointed and tested. Utility ducting and trench works co-ordinated with the provider. Concrete cube and drainage tests documented.

5: Sub-Base, Handover & Documentation

Type 804 sub-base laid and compacted, DPM installed, floor slab poured where in scope. Handover: as-built drawings, drainage and concrete test certs, and the safety file under the Construction Regulations. Commercial projects get BCAR sign-off records in the format required.

STANDARDS & COMPLIANCE

Standards & Compliance We Work To

Construction site development in Ireland is governed by different standards depending on the project type. Residential self-builds work under Building Regulations. Commercial buildings sit within BCAR. Public sector work sits under CWMF. We work to all three.

🏡 Residential & Building Regulations

  • TGD Part A (Structure) for foundations and structural elements
  • TGD Part C for site preparation, DPM and moisture resistance
  • TGD Part H for foul and surface water drainage
  • NSAI and EN 206 for concrete
  • Local authority development contribution and planning compliance
  • Council inspection sign-off at foundation and drainage stages

🏢 Commercial, Public Sector & BCAR

  • BCAR (Building Control Amendment Regulations) with records for Assigned Certifier and Design Certifier sign-off
  • Capital Works Management Framework (CWMF) for public sector tenders
  • HSA Construction Regulations, PSCS and PSDP duties
  • Safe T Cert, CIF safety accreditation and CIRI confirmed against tender requirements
  • ISO 45001 H&S management, CSCS workforce cards on site
  • BIM and Common Data Environment (CDE) co-ordination where the tender requires

Why cover the full compliance range: Most site development contractors specialise in either residential or commercial. Clar-Con’s public sector track record means the residential jobs get commercial-standard compliance discipline, and the commercial jobs get residential-standard attention to detail. Same team, both directions.

Site Types

Types Of Sites We Develop In Dublin

Every site brings different challenges. Boulder clay behaves differently from alluvial soil, greenfield sites carry different risks than brownfield, and infill development in Dublin is a category all of its own.

Greenfield Residential Sites

One-off houses, self-build plots and new residential developments on undeveloped land. Investigation, planning compliance, drainage and utilities from scratch.

Brownfield & Infill Sites

Previously developed sites, urban infill and redevelopment plots. Existing structures broken out, made-ground handled, contamination assessed, services traced and re-routed.

Commercial Greenfield

New commercial developments on undeveloped land in commercial estates and business parks. Full scope from planning through to hardstanding and utility connections.

Live Commercial & Mixed-Use

Development on operational retail parks, healthcare campuses, educational settings and mixed-use schemes. Phased delivery, traffic management, minimum disruption.

Public Sector & Council Sites

Site development under public works contracts for local authorities, Strategic Development Zones (SDZ) and government-led schemes.

Rural & Off-Mains Sites

Sites outside the mains foul drainage network requiring wastewater treatment systems, sites without existing utility connections, and complex-access rural plots.

Dublin sites commonly sit on boulder clay (firm and suits strip foundations), alluvial deposits near rivers and coast (can be soft), made ground (unpredictable) and occasionally rock. A site investigation before quoting is the single most valuable few hundred euro of any project.

Why Choose Clar-Con For Construction Site Development

Full scope, one team: Investigation to slab-ready handover under one team, one programme, one line of accountability. Drainage and utilities stay in-house.

Verified public sector track record: Dublin City Council, Fingal CC, Louth CC, Dublin Port, the DDDA and ESB Ireland, all won through formal procurement.

Residential and commercial fluency: We run both, so residential jobs get commercial-grade compliance and commercial jobs get residential-grade attention to detail.

Honest, itemised quoting: Priced by component with VAT at 13.5% shown separately. No headline figures to decode.

Same-team civils and groundwork: We also deliver civil engineering contractors work and groundwork services as standalone scopes, so on a site development project one team co-ordinates site prep and below-slab groundwork.

FAQS

Frequently Asked Questions

What Is Construction Site Development?

Construction site development is the full civil works package required to take a plot of land from raw ground to slab-ready for building. It includes site investigation, planning compliance, clearance, bulk excavation, foundations, foul and surface water drainage, utility connections, hardstanding and external works. The scope varies by project type, residential self-builds, commercial developments and public sector schemes all carry different compliance requirements.

It depends on the project type. Residential site works typically run €30,000 to €40,000 before the local authority development contribution (approximately €117 to €126/m²). Commercial projects are tendered individually. See our construction site development cost guide, and the residential and commercial service pages for scope-specific detail.

Site development is the broader package: investigation, planning compliance, clearance, drainage, utilities, external works. Groundwork is the below-slab construction stage within that (excavation, foundations, sub-base, slab). We deliver both, and most projects need both. Site development wraps around groundwork; groundwork is a specific stage within site development.

For a standard residential self-build site with reasonable ground, site preparation takes around three to six months from start on site to slab-ready handover. Commercial site development takes three to six months for a medium site, longer for phased schemes with significant traffic management. Programme is set at quote or tender stage against contractual milestones.

Yes. Clar-Con works across residential self-builds, one-off houses, commercial developments (office, retail, industrial, mixed-use, life sciences) and public sector projects. The compliance discipline transfers across project types, which is one of the reasons the public sector track record matters for private clients too.

Planning applications are typically prepared by the client’s architect or planning consultant. We handle the site-related conditions of the planning permission (boundary set-out, access, drainage adoption, percolation testing on rural sites, wastewater treatment system installation) and co-ordinate with the local authority. For Irish planning basics, see Citizens Information’s planning permission overview.
